For example, A child refuse to eat her lunch. I will ask her first why she refuse to eat.
I give her choices of 1. try a bite (maybe you will like it) and 2. pack it up and get hungry.
The consequence of the first choice (Try a bite) is she might like her food and finish it or she will learn and let her parents know that she doesn't like that food and would like to try something else.
The consequence of the second choice (pack it up) is she will get hungry and grumpy the rest of the day. However, she might change her mind and eat her food.
