Yes, it can be. Parents may not sanitize their hands as often, wash their child's hands, or take as many precautions to tightly store used diapers. They may not use gloves when diapering, as well. This is because diapering a child in licensed care is regulated more closely than a parent's diapering at home; in addition, the child and caregiver are in a group setting that has more potential for the spread of disease.
