How people act when they want to make connections is really to big of a topic for a discussion forum answer. It depends on too many factors, such as age, temperament, and cultural background. From the 80,000 foot level, people sometimes will approach the person they wish to make the connection with. Expression of that desire may come in many forms, from humor to being self-deprecating. In other cases, a person who wishes to make a connection with another may NOT approach, and may simply make eye contact, or "put themselves in the way" of the person with whom they want to make a connection, thus putting the focus on the OTHER person to initiate the connection. Fascinating question.
