The way that we change children at school is very different from how most parents diaper their children. I see parents change children on the floor or in the backseat of a car. In contrast, we only ever change a child on a designated changing table. Parents don't tend to do as much cleaning of surfaces or even of their hands as we do. I've never seen a parent wear gloves when changing his or her own child. parents don't tend to worry about contaminating a bootle of ointment or a package of wipes. I've never seen a parent wash the hands of the child after diapering the child, unless the child directly and obviously touched the soiled part of the diaper. Ultimately, a parent is only responsible for their own self and their own child or children. They're not as legally responsible to prevent the spread of germs as we are. That doesn't mean they don't care about hygiene, but it does mean that they aren't going to use as many redundancies and safeguards. The have a level of comfort with the child that tends to make them be more relaxed about the child's germs.
