I make hand washing fun for the kids I work with by teaching them a song about it.
To the tune of "Frère Jacques":
"Tops and bottoms/ tops and bottoms/ in betweens/ in betweens/ rub them all together/ rub them all together/ now they're clean/ now they're clean!"
Most children will quickly learn and repeat this song when they are hand washing. If you demonstrate where the tops and bottoms (backs and palms)of the hands are, and how to clean between the fingers and scrub properly with the soap when you teach this song, then it really helps to keep kids engaged in the process. Very young children tend to rinse the soap off before they've scrubbed at all. I teach the kids to not rinse until they get to the "now they're clean" lines.
