The behavior in the toddler scenario is age appropriate. To explain this to the new teacher assistant I would demonstrate how to deescalate the conflict between the two toddlers. I would speak with the toddlers and ask the one who had the toy phone first to find another, similar toy to offer to the second toddler. This will help them put in practice the idea of sharing. The children behaved in this way because they were only thinking about what they wanted and could not understand the way that the other child or teacher felt about the toy. After they were not allowed to have the toy, they could not understand why and became upset at what was done to them. I would suggest having the children play in team building exercises where the help of everyone is needed. This gets the children thinking about what they can do for the team and not just for themselves. I would encourage the teacher to be more understanding of the level of cognitive development of toddlers and not expect them to behave like kindergarten aged children.
