I would explain to the new employee that part of a toddlers growing development is learning to share as they do not know how to do this yet. I would use this opportunity to help teach them how to share. I would advise her next time to intervene by allowing the child who had the phone first to play and explain to the next child he/ she will also have a turn but can play with another toy while they wait. If they continue to fight over it I would sit down and play with the child without the toy to get them interested in another toy.

1. yes this is expected of a toddler
2. I would let them know that sort of behavior is totally normal.
3. they act like that because when they see something they like whether another friend has it or not they want it.
4. I would suggest showing them that sharing is important and they need to share with all their friends.
