Setting rules are for the children's best interest simply because it works to maintain order. It is important that the rules are fair and appropriate for the age and is something that they can understand. If they can't understand the rule, they're going to possibly do what they're not sure about and that's where they get in trouble; for doing something wrong that they didn't understand. Having patience and making clarifications and modifications on the rules may be necessary with the children.
