A safe indoor environment for young children is one that is consistently sanitized, where safe materials and toys are at the children's height and made available to them, while potentially unsafe materials are kept out of reach or properly locked away. The environment must be warm in cold weather and cool in warm weather.
Outdoor environments should be set up in a way so that the entire outdoor area can be surveyed so that children cannot leave the caretaker's field of view. It should not include any sort of terrain that might easily contribute to the transmission of germs or diseases. Ideally there should be an undercover area so that children could still go outside in the event of rain, snow, or hail. If tricycles or scooters are available, helmets should be provided nearby and the vehicles should only be allowed to be used if the caretakers have ensured that the children using them are wearing the proper safety equipment.
