Most of the time the true issue is that the center either does not make it a priority to have both structured and unstructured play for 60 minutes each.

This may be the case at home because parents are often occupied with cleaning, cooking, and looking after other children, causing children to mostly play in unstructured activity. At childcare facilities, supervising physical activity can be very demanding in terms of time and materials. Because children lose interest easily, facilitating 60 minutes of structured activity can also be difficult.

It is often difficult to coordinate outside time for the different classrooms and even broken up throughout the day, one hour of structured physically active play is difficult to consistently engage young children in.
