I'm not sure why centers have a hard time making the 120 quota. Especially if the periods are broken down into 2 30 minute times for structured and unstructured, fitting those times in to a 10 hour day shouldn't be too difficult. Generally, it might be inclement weather, smaller classroom size, lack of staff knowledge, or lack of equipment in outdoor facilities.
