I think this is because they prioritize other kinds of play and learning, and think that 2 hours a day of physically active play doesn't leave enough room in the day for other learning for example in a school day. School aged children get unstructured physically active play time during recesses (though the 60 mins is broken up into smaller time periods throughout the day), but they aren't required to be active during this time, they could spend it sitting in the grass making daisy chains, so there is no actual guarantee that they are getting their unstructured time. Also, they do have structured physically active play during PE, but that is only a couple of days per week, so they are not getting the 60 mins of structured physically active play either.
