What are the guidelines about setting rules?

There are three things that rules must guarantee in the classroom, we keep ourselves safe, we keep each other safe, and we keep our things safe. Beyond that rules should be a contract between children and teachers about how they want the day to go in the classroom and whats going to create the best atmosphere. They should be clear, known, agreed upon, and posted somewhere very visible.
