Mostly it is a matter of access. Most setting don't have an appropriate out door area that is close enough to make 60 minutes, plus the time for transitions to and from the area, feasible within the limits of the day. Bad weather also may play a role in limiting outdoor time. My school meets the requirement but we are fortunate enough to have an attached playground.

Not all facilities have the room to have such a safe and open area for the kids to go out and enjoy their 60 minutes of unstructured time. Walking distance, to and from, can also take away from their 60 minutes of play.

because they need to be able to work on thing's in the classroom for that said time. and then have that 60mins of break time
